He opened the batting for Surrey in 2013 and 2014. In both seasons, he played all of Surrey’s first-class matches. For the first time, he scored 1000 runs in one season in 2014. Burns was playing for Surrey in the NatWest t20 Blast match against Sussex Sharks at Arundel castle. He collided with Moises Henriques as he attempted to catch a catch. Burns sustained facial injuries that required stitches, while Henriques suffered a fractured jaw. Both players were treated on-field by ambulances and medical personnel before being taken to the hospital. Due to injuries, the game was cancelled. In late-June, Burns returned to the team and completed the season with 1019 First Class runs at an average 48.52. Burns also participated in seven of the 10 games that Surrey played in the Royal London Cup. This included all knock-out games and scored 364 runs.

Burns, who had previously played Second XI cricket in both Surrey and Hampshire, made his debut for Surrey against Cambridge MCCU on May 2011. Burns scored 23 and 16 runs, and he also kept wicket ahead of regular keepers Steven Davies (and Gary Wilson) by taking two catches.
