McPartland was a student of History in The University of Liverpool, graduating in 1997. He completed the MSc in Information Technology Management in Liverpool John Moores University in 1998. When he graduated in 1999 was employed by his local Conservative Party in Warrington, where he was in charge of a range of local council as well as parliamentary and European elections, until moving into Hertfordshire at the beginning of 2001, to be the Campaign Manager. Prior to his election as an MP McPartland worked as Director of Membership at British American Business (the US Chamber of Commerce), which was based in London.

He was a member of the Science and Technology Select Committee between the years 2011 and 2012. In 2017, he joined the Finance Select Committee (Commons) He was elected as the Chair of the Regulatory Reform Select Committee. He also joined the Liaison Select Committee.

McPartland initiated a parliamentary inquiry into electronic invoicing in the public sector; it delivered its findings in June 2014. He has also called for greater interoperability, with the launch of an Interoperability Charter in April 2013, to encourage and recognise best practice in delivering the Digital Economy.

McPartland was Parliamentary Private Secretary to the Minister of State for Trade and Investment, Lord Livingston in 2014–15.

He was a member of the Committee on the Education Bill Committee and participated throughout the process of Bill’s passing through Parliament, and has been in the Board of the Parliamentary Office of Science and Technology since 2015.
