Volodymyr Shcherban Biography

Volodymyr Shcherban is one of the most popular and richest Ukrainian Politician who was born on January 26, 1950 in Artemivsk, Luhansk Oblast, Ukraine. Shcherban was born in the town in Artemivsk, Perevalsk Raion (Voroshilovhrad Oblast) on the 26th of January 1950. After finishing his schooling in 1967, he was sent to work at the Tochmash Factory in Donetsk as an apprentice locksmith. In 1969-71, Shcherban was a soldier in the army. After his service the war, he returned to Tochmash in the city where he was employed as a locksmith during 1971-72. In 1972-76, Shcherban attended his school, the Donetsk Institute of Soviet Trade. In 1976-79 , he worked for the farms for vegetables and fruits of the Chernivtsi department of retail in the region. In the following years, he was employed in a variety of retail establishments of Donetsk.

In an interview with reporter of Mirror Weekly Yevhen Yevhovych Shcherban (junior) on the 22nd of September 1997, shortly after surviving a murder attempt, he stated that neither the former (Volodymyr Shcherban) or current governors (Viktor Yanukovych) of the Donetsk Oblast, nor the mayor of Donetsk (Volodymyr Rybak) assisted him or his brother following the death of their father.

After the Orange Revolution in the beginning of 2005 Volodymyr Shcherban ran away from Ukraine to the United States and ended up in Orlando and later Boca Raton, both in Florida. In Ukraine he was charged with number of serious crimes such as abuse of official post, abuse of power, extortion, fraud of financial resources, hindering the exercise of electoral rights, and others. Shcherban however was detained in October 2005 on an expired visa charges and placed in an immigration prison near Miami, but was released on $2 million bail.

While in Florida, Shcherban was caught up in controversy by attending a $500-a-plate fundraiser for gubernatorial candidate Charlie Crist hosted by Donald Trump, which constituted an illegal campaign contribution. On a request of Ukrainian authorities he was extradited back to Ukraine. In November 2006, representatives of General Prosecutor Office of Ukraine detained Shcherban in Boryspil International Airport, but in few days he was allowed to go home.

Both Shcherbans were both political and business allies during the time. But Serhiy Vlasenko reveals the fact that in autumn of 1996, there was a dispute between them when Yevhen Shcherban rethought his political goals and determined to join forces with Yevhen Marchuk in pursuit of further political goals. Vlasenko added that just two days following the murder, there was a transfer of nearly $2 million from the accounts of an American firm owned by Nadia Nikitina (wife of Yevhen Shcherban) to the accounts of an American company owned by Artem Shcherban (son of Volodymyr Shcherban). A few days later, a member the parliament Vlasenko was removed from his mandate as a legislator through his own Higher Administrative Court of Ukraine (VASU).

Volodymyr Shcherban (Ukrainian: Volodimir Petrovich Shcherban (born on the 26th of January, 1950) is an Ukrainian politician and governor of a many regions in Ukraine. He is sometimes mistaken for another murdered Ukrainian leader Yevhen Shcherban.

In the year 1990, Shcherban got elected in 1990 to the Donetsk city council in Donetsk. In 1992-94, he served as an assistant to the Donetsk’s mayor. Donetsk. In 1994-96, he served as chairman of the Donetsk Oblast council. Shcherban was appointed to Verkhovna Rada from the Budyonnivsky district electoral district, N107 (Donetsk Oblast). In the parliament , he was an official of the “Social-Market Choice” faction and the Budget Committee. He was the People’s Deputy in Ukraine during the second convocation from 1998. In 1995-96, Shcherban was appointed Governor in the Donetsk Oblast. Donetsk Oblast and was an acting governor for Sumy Oblast in 1994-96 completely disregarding the reality of illegal behavior while working as a governor and legislator.

As a member of the Liberal Party of Ukraine (LPU), Shcherban was elected once again from the Donetsk region electoral district N41 in 1998 joining in the parliament the parliamentary group “Independents”. In March 1999 he was appointed the governor of Sumy Oblast, a position which he held until 2002. In September 1999 Shcherban finally resigned as a member of parliament. In 2002 again he, a member of LPU, was elected to the parliament within the Electoral Bloc “Our Ukraine” N44 on a party list. Soon after being elected Shcherban joined for a short stint the “For United Ukraine” parliamentary faction (faction was dissolved) and then “People’s Choice”. In June 2003 he resigned as a member of parliament being appointed the governor of Sumy Oblast one more time.
