He was able to be a part of the England Saxons team while being a part of National Division One and was then awarded a place for the England Summer tour to North America in 2001. After playing in the midweek teams, he earned his first senior cap substitute for Steve Borthwick in the final 10 minutes of England’s win against America. Palmer was back to full fitness for the start of the 2002–03 Zurich Premiership and did not miss a game for the Tykes during the entire Zurich Premiership campaign. In the summer of 2003 he was selected for England’s summer tour to New Zealand and Australia and then joined up with the squad for the 2003 Churchill Cup in Canada, only to pick up a serious knee injury that took six months to put right. In March 2004, he was vice captain to Mike Catt in the England Saxons side narrowly defeated 22–26 by France A.

After playing in the 2007 Six Nations Championship, Palmer made the training squad for the 2007 Rugby World Cup. He did not make the final 30 man squad.

In the 2000-01 season, National Division One the Tykes were crowned Division 1’s top team. Palmer also played a significant role in the team and made a total of 20 appearances, scoring 8 attempts. The Titley’s Bitter Cup competition in October, Palmer was one of nine scorers who led players from the Tykes to a dazzling 100-0 victory against Morley.

The club was formed by Leeds Tykes in 1997 and was a member of the U19’s team in his first year at the university. He was also selected in Scotland’s U19 and Scotland U19 as well as U21 teams. Then, he studied part-time at the university until it was time to be drafted into the first team in September 1998. He was the Tykes first England international as well as the club’s second longest-serving player behind Mike Shelley.

Palmer was first introduced to the team against Blackheath on the 2nd of September, 1998. He played 10-game appearances with the Tykes in his debut season, when they were 6th in the National Division 2. Palmer began to become an established first-team player in the 1999-00 season of National Division One, missing just four games during the season. The most memorable game for Palmer was the one against Worcester in November of 1999, when Palmer scored his first attempt in the 20-9 victory at Headingley.

In the Tykes’ first season in the Premiership, the 2001-02 Zurich Premiership. Palmer began in his now regular central role, making 15 appearances, however during a game between England Saxons and Wales A Palmer broke his leg. The injury meant that the loss against Northampton Saints in March was the last game he featured in during the season.
