While initially not included in the 37-man South Africa Under-20 training squad or participating in warm-up games against a Varsity Cup Dream Team or two games on a tour to Argentina and Argentina, he was included in the final squad of the 2015 World Rugby Under 20 Championship. He played as an alternate for all three games in the Pool B of the tournament including a 33-5 win over hosts Italy as well as a 40-8 victory over Samoa and a win of 46-13 against Australia. De Beer kicked one conversion during each of the three games during the pool stage, helping South Africa finish top of Pool B and qualify for semi-finals. They had the best record in the pool stage for all teams participating in the tournament. De Beer was not a substitute in their semi- final clash against England that saw South Africa lose 20-28 to be eliminated in the semi-finals by England again for the second time in consecutive years. He was again used as a substitute in their third-place play-off game against France in the third-place play-off match, helping South Africa to a 31-18 victory to take home the bronze medal.

His first appearance in the provincial competition was in 2013, when he was a part of his Pretoria-based Blue Bulls at the Under-18 Academy Week competition. He was the second highest point scoring player at the event, just in the competition, just behind Andre Swarts of the Free State with 39 points over three appearances.
The month of July, 2014, saw him played for in the Blue Bulls at the premier high school rugby union tournament within South Africa, the Under-18 Craven Week, which was held in Middelburg. Two tries were scored during their game against KwaZulu-Natal and added 37 points in the ball to end the competition with a personal total of 47 points. He was coming in second place in the points scoring list and this time, behind the Leopards’ Markus Coetzer. Following playing in the Craven Week tournament, he was also picked for the 2013 South African Schools squad that took on colleagues of France, Wales and England in August. He was a non-senior replacement for their victory of 28-13 in their first game against France however, he started their next game against Wales and was a rousing match, scoring more than half the South African goals in an impressive 40-15 win through four penalties and four conversions after which he was 10 minutes in the sin bin during the game. He was the first player to start their final game against England but was unable to stop South Africa losing the match 22-30. He was back in action at home to play two games with the Blue Bulls U19s in the fullback position at the 2014 Provincial Championship for Under-19s with a score of a try during their game with the Free State U19s.
De Beer made his first class debut for the Blue Bulls during the 2015 Vodacom Cup competition. He came on as a replacement for Kobus Marais in the second half of their match against Namibian side Welwitschias in Windhoek and also got his first senior points in the same match, kicking a 71st-minute conversion in a 44–0 victory for the Blue Bulls. He started his first match the following week, kicking seven points in the Blue Bulls’ 40–21 win over the Griffons in Pretoria.
