Bagger was a member of the Port Authority of New York, and the New Jersey Board of Commissioners. He was confirmed by the New Jersey State Senate June 28, 2012.

Bagger worked as an assistant general counsel to Horizon Blue Cross and Blue Shield New Jersey earlier in his career. He also practiced law at McCarter English. After leaving the Senate, Bagger was appointed Senior Vice President for Public Affairs and Policy at Pfizer. He was also a member of NJN Foundation Board of Trustees. Bagger was appointed his chief of staff by Chris Christie, the then-Governor-elect.
