Oliver John Barkley (born 28 November 1981) is an ex- English union player in the sport of rugby which played in Bath, Gloucester, Racing Metro, Grenoble, Scarlets and London Welsh at fly-half between 2001 and 2016.

England coach Andy Robinson named him in his group tour for Australia during June. Barkley was also among the 18 players in the tour squad that were included in the 24-man England team to face the Barbarians at Twickenham on the 28th of May. Barkley played a key role in the first English victory against Barbarians since 2002. Barbarians in the last two years, when he scored 21 points during the game, which included one score. He was the fly- half in the first half for the first of two test matches with Australia, England losing 34-3 and Barkley scoring England’s sole points during the game through an injury-time goal. Barkley was on the bench during the third test at Melbourne Australia, which was England’s final game of the tour.

He started off the 2005 Six Nations as a reserve in the opening match against Wales in Cardiff, but started the next match against France at Twickenham, where he scored a try in the 17–18 defeat. He subsequently started the remaining matches against Ireland, Italy and Scotland. He was a reserve in two other matches in 2005, against Australia and Samoa. Barkley dislocated his thumb in a club match against Leinster, the injury ruling him out of the opening game of the 2006 Six Nations Championship against Wales.

On 1 August 2006 Barkley was arrested in Newquay by police using CS spray after a fight in which a man suffered a broken jaw, but was later released without charge. He was selected for the England Saxons for the 2007 Churchill Cup. He was a member of England’s 2007 World Cup squad.

Barkley was noticed in the company of Andy Robinson and Brian Ashton when he was playing for Colston’s in 1999 and 2000. Barkley became the first player to play in the Heineken Cup debut for Bath on October 6, 2001, stepping in as an extra against Swansea. His debut Heineken Cup try in a match with Italian Gran Rugby. Barkley is a native of Hammersmith, London but raised in Wadebridge, Cornwall. He attended Wadebridge School, and later at Colston’s Collegiate School, Bristol where, under the supervision from Peter Mallorie and Alan Martinovic He was captain of the team to an Daily Mail Cup success in 2000.
