Before Skinner made his England debut, he was needed as an addition to the England squad in 1987 for the inaugural World Cup. The R.F.U. However, he was not located. This prompted Desmond Lynam to appeal live on BBC’s Grandstand program for Skinner to get in touch with him as his services were needed.
Skinner was awarded 21 caps for England during his career. His England debut was made on 16 January 1988, when England lost 10-9 to France during the Five Nations. He played his final match for England against Wales in Twickenham on 7 March 1992 as part of the Five Nations tournament.
