After attending the Adelup Elementary School, her family moved to California in 1966, where she attended Casto Valley High School. She worked for the Pacific Daily News in Guam as a journalist after her graduation.
Pangelinan is still active in the Pacific region. In 2007, Pangelinan was appointed by the Pacific Islands Forum Secretariat as the manager for the development of the Regional Institutional Framework.
Pangelinan was appointed the first woman Director-General of the Secretariat of the Pacific Community on 6 January 2000. After three terms of two-year terms, she was reappointed twice. She led the organization until January 2006. She was previously the Deputy Director General of the Secretariat of the Pacific Community from 1996 to 2006.

Lourdes T. Pantgelinan, born 19 October 1954, was the first woman to serve as the Secretariat of the Pacific Community’s first female director general.
She was appointed Special Assistant to Lieutenant Governor of Guam in 1979. From 1979 to 1984, she was based in San Francisco. In 1984, she returned to Guam to continue her work at the Office of the Governor of Guam. She held the position of Chief of staff from 1987 to 1994. From 1987 to 1994, she was the Director of Communications at the Superior Court of Guam in Hagatna. She retired in 1996.
