In the 2014/15 season, it was reported it was claimed that London Welsh were not funded by as much as PS2 million, compared with other Premiership teams. This meant that they did not have a fair playing field, making it hard for them to participate in competitions. In March of 2015, Burnell parted company with the Exiles.
In June of 2013, Burnell took up the role of the head coach of London Welsh. He guided them towards the top of the table following Bristol RFC over two legs losing 27-8 in their first match on the Kassam Stadium before beat them again, 20-21, in the following fixture at Memorial Stadium, securing promotion to the Aviva Premiership.

Burnell was the Academy Director of Welsh regional team Cardiff Blues and head coach at Cardiff RFC. He was also head coach for Wales U19, who took home the Grand Slam in 2006. The following season, Burnell coached them to the quarterfinals at the FIRA World Cup. Burnell continued to be the head coach of the U19s for the next year, when they made it to the semi-finals of the FIRA World Cup held in Belfast.
He was appointed the Forwards Coach of the Cardiff Blues in 2008, helping Dai Young in leading them to the Heineken Cup Semi-Final in 2009 after which they won the EDF in 2009, and then winning the Amlin Challenge Cup in 2010. In July of 2011, Burnell as well as Gareth Baber were appointed head coaches of the Cardiff Blues following the resignation of Dai Young, guiding them into the quarterfinals in the Heineken Cup – the only Welsh Region to make it to the knockout stage that season.
