Baker (born on April 10 in 1960) is a American Democratic politician and small business owner and teacher from Missouri. She was a former member of the Missouri House of Representatives and the former Regional VII Director of the United States Department of Health and Human Services. Baker was running to run for Missouri State Treasurer during the 2016 election however, she was defeated in the General Election in the general election by Eric Schmitt.

Baker is one of the Eight Democratic candidate for Missouri Lieutenant Governor in 2012. Baker finished second behind the former Missouri State Auditor Susan Montee, who was defeated in the general election by Republican incumbent Peter Kinder.

In the 2020 election cycle, Baker is a candidate for the Missouri Senate, District 19, taking on incumbent Caleb Rowden.

In 2008, Baker was aspired to higher offices by running in the race for U.S. Congress in Missouri’s 9th Congressional District to replace Kenny Hulshof. After defeating three fellow Democrats in the primary election of August, Baker was defeated in a tight November primary to Republican and state Representative Blaine Luetkemeyer. After the loss, Baker was back in private business as well as taught at Columbia College until November, 2009 when she was named to the position of regional HHS director in the hands of Health & Human Services Secretary Kathleen Sebelius. Baker was in the position for just two years, before resigning the middle of December in 2011.

Judy Baker was born in Columbia, Missouri to elementary school teacher Beverly (Briggs) Wall and doctor Dr. Norman Wall. His father worked as a military physician that led to several relocations for the family throughout her early years. Baker was a 1978 graduate of Western Branch High School in Chesapeake, Virginia. She then earned an B.S. from Educational Psychology from the University of Missouri in 1981. She then earned she earned an M.A. in Divinity through Southern Baptist Theological Seminary in 1986, a Master’s degree from the Southern Baptist Theological Seminary in 1986, and an M.A. from the Southern Baptist Theological Seminary in 1986, and a Master’s Degree Health Administration from the University of Missouri in 2002. Before entering politics, Baker was employed in a variety of positions in the management of healthcare industry before establishing her own consultancy firm, Cura Advantage. Baker was an adjunct instructor in Columbia College, the University of Missouri, Washington University in St. Louis, and New York University.

Judy Baker was first elected to the Missouri House in November 2004 beating Republican Robert (Bob) Northrup. In 2006, she was unopposed to win the second time to serve. In the Missouri House she founded the bipartisan “Healthy Missourians” caucus, which was a group that advocated for prevention-based medical practices and responsible approaches to Missouri healthcare.

In the 2016 election cycle, Baker filed as a candidate for Missouri State Treasurer. Her only opponent for the Democratic nomination was Patrick Contreras, of Kansas City, whom she defeated 59% to 41%. She went on to face term-limited Republican State Senator Eric Schmitt of suburban St. Louis, as well as two third-party candidates and a write-in candidate, in the November general election. Schmitt won with 56.65% of the vote, to Baker’s 39.15%.
