Harold Warren Furman II (or “Hal”) is an American businessman who was born June 2, 1955. He is the co-founder and chairman of The Furman Group, which is a Washington, D.C., water infrastructure consulting firm.

Furman was the Republican nominee in 1994 for the United States Senate. He won the nomination with half the votes against a field of candidates, but lost the general election in favor of Richard Bryan, the incumbent senator.

In 1996, Furman chaired Senator Robert Dole’s Presidential campaign in Nevada. He was a delegate to the GOP Convention in San Diego and served on the Platform Committee.

In 2000 and 2008, Furman served on the National Finance Committee for Senator John McCain’s two Presidential campaigns. In 2008, he was a delegate to the Republican Convention in Minneapolis-St. Paul.

Furman was appointed Legislative Counsel to Senator Paul Laxalt (R, NV) in

1981. He then became Special Counsel to the United States Bureau of Reclamation Commissioner and, in 1983, President Ronald Reagan named Furman Principal Deputy Assistant Secretary of Water and Science. He was responsible for the U.S. Geological Survey and Bureau of Mines as well as the Bureau of Reclamation. He was the principal water policy advisor for three Secretaries to the Interior, William P. Clark, James G. Watt, and Donald P. Hodel. Furman was a member of the Interior Department and worked to negotiate technical assistance agreements. These included one involving the Aswan Dam’s reconstruction in Egypt, and another that involved the Three Gorges Dam in China. Engineering News-Record recognized Furman’s work in the negotiation of the latter agreement and named him one of its People-of-the-Year for 1985.

Furman is a specialist in financing solutions that include both public and private financing. He was a representative of several large water agencies in southern California and worked with the United States Congress to establish the Bureau of Reclamation Title XVI Program, which encourages the development of water reuse and recycling projects. Later, he was the executive director for the New Water Supply Coalition. This advocacy group included some of the nation’s largest water utilities. The New Water Supply Coalition was a proponent of tax credit bonds as a means of financing qualified water supply projects. Later, the American Recovery and Reinvestment Act of 2009. Added “Build America Bonds” to this concept.

In 1994, Furman ran for the United States Senate from Nevada. While he won the crowded Republican primary, he lost the general election to the incumbent Senator, Richard Bryan.
