Carlos Luis Jesus Vizcarrondo Irizarry, was born November 9, 1955 in San Juan (Puerto Rico). His parents were Luis Hector Vizcarrondo Wolf, and Sonia Irizarry Boada. Vizcarrondo is the brother of Luis Hector Vizcarrondo Wolf and sister of Sonia Margarita.
Vizcarrondo is also an active member of Puerto Rico Bar Association and was a member the Constitutional Rights Committee. He was Vice-president for the Association from 1986 to 1988.
Vizcarrondo began his political career in 1985, when he was Vice President of the Municipal Assembly of Carolina (Puerto Rico). He joined the Puerto Rico House of Representatives in 1995. In 1996, he was officially elected. At the 2000 general election, he was reelected and was subsequently elected Speaker of the House. He was elected Speaker of the House from 2000 to 2005.

Carlos Luis Jesus Vizcarrondo Irizarry, a Puerto Rican politician and judge, was born November 9, 1955, in San Juan, Puerto Rico. He is a member of the Popular Democratic Party (PPD). Vizcarrondo was a member of the Puerto Rico House of Representatives between 1995 and 2005. He also served as Speaker of that House during his final term (2001-2005). He is currently a judge at Puerto Rico Court of Appeals.
Vizcarrondo is an attorney. He began his career at the Legal Services Office of Canovanas in Puerto Rico as a Deputy Director (1982-1993), and then as Director (1993-1995).
