With the backing of the retiring Senator. Forehand Kagan defeated Luiz S. Forehand by a narrow margin over Luiz R. Simmons (her successor in the House) in the primary held on June 24 Then she was able to beat Republican Steve Zellers in the general election in November. Kagan was elected Senator from the 17th district in January 2015’s legislative session.

Senator Cheryl Kagan was the primary sponsor of 11 pieces of legislation during the 2016 legislative session. Her successes include passing “Language Access” to ensure that all State agency websites are multi-lingual; clarifying the voter registration process with her “Informed Voter” bill; and closing a loophole infertility treatment coverage for married couples. She sponsored legislation to address issues including driving under the influence of drugs and updating our 9-1-1 emergency systems. While not passed during the 2016 session, Senator Kagan continues to work on these bills, and is optimistic of their success in the near future.

The Maryland Municipal League named Kagan a “Municipal Superstar” for the third year in a row in 2017. She was included on The Daily Record’s “Top 100 Women in Maryland” list, also for the third time, earning her a place in their “Circle of Excellence.”

In June in 2009 Kagan began her campaign to run for Maryland Senate and was running in the same congressional district where she previously been a member of the House of Delegates. Kagan was vying against Senate incumbent Jennie M. Forehand in a contest which Kagan was ultimately defeated by a tiny margin. The race garnered a lot of attention in local media as well as the political blogosphere, but not the least for the frequent use of negative campaigns by both parties. One of the main factors that contributed to the race was the huge difference in age between Kagan and Forehand. Forehand was 74 at the time of February 2010 while Kagan had a age of 48. Forehand has attempted to portray her extensive legislative experience as a plus point and was backed by Maryland’s influential Senate Presidency, Thomas V. Mike Miller, Jr. Despite Miller’s support Forehand’s campaign received “outraised” (in campaign contributions) roughly three-to-one by Kagan in the years 2008 and 2009, an event that was noted on local political blogs as uncommon even for an incumbent.

Kagan (born on July 2, 1961 in Washington, D.C.) is a politician from Maryland, the U.S. state of Maryland who has served as District 17 of the Maryland Senate (Rockville and Gaithersburg) located in Montgomery County since 2015. She is a part of the Democratic Party. Prior to her appointment to the Maryland Senate she was a member as a member of the Maryland House of Delegates from 1995 until 2003. She represented the same district.

Kagan was elected to the House of Delegates in 1994. Kagan became the first woman elected an office within the Maryland House of Delegates, serving as District 17 which encompasses Rockville, Garrett Park and Gaithersburg in central Montgomery County. In her first term she was a member of the Commerce and Government Matters Committee and then moved onto the Appropriations Committee after her re-election in 1998. Some of the issues she addressed in the legislative body included homeowner’s rights as well as campaign finance reform, women’s concerns, consumer protection and education. She authored legislation that required insurance companies to pay for in vitro fertilization as well as guaranteeing urgent medical treatment for victims of rape.
