Rose was abducted by Robert Koppa at knife point on the 13th of July, 1996. She was abducted in the Woodfield Mall in Schaumburg, Illinois which was where she worked at the age of seventeen years older. Rose was snatched by a man from behind, and the assailant was holding an “sharp object” to her throat. She was taken to a preserve for forest animals within Wauconda, Illinois, where she was assaulted sexually. Koppa forced her to change her clothes and made her perform sexual assaults on him before allowing her to put on her clothing. Koppa then took her to the rear stairwell at One Schaumburg Place and left her there. Rose later contacted security at the mall. Rose as well as her parents called police following her release. released. They later snatched Koppa from the police’s lineup and identified Koppa as her attacker. On the 18th of July in 1996, police arrested Koppa of “aggravated kidnapping, aggravated criminal sexual abuse and armed violence.” Koppa was also believed to be being the perpetrator in several similar crimes. Koppa was on parole for murder at the time the kidnapper was Rose. Koppa was found guilty on “four counts of aggravated criminal sexual abuse, two counts of aggravated kidnapping and two counts of armed violence” in June 2000. The trial was in progress, Rose, along with others, were circulating an online campaign in order to “urge legislators to get tough on sex offenders.” In 1998 in 1998, the Illinois General Assembly passed the Sexually Violent Persons Commitment Act.

Rose established PAVE to promote awareness, of Victim Empowerment in 2001 while she was still a student in the University of Wisconsin. PAVE employs education and actions to end the silence around sexual violence. PAVE’s work has been featured by CNN as well as The Today Show. PAVE has produced educational programming and tools, as in addition to grassroots-based action campaigns. The year 2002 was the time PAVE made a document named Transition to Survivor Parts 1 and 2 where survivors of sexual assault tell their tales. In the documentary one woman talks about “blocking” her memories, being self- harming and becoming anorexic. Another woman is crying and contemplates suicide. The survivors eventually went through counseling, friendships and family assistance. Its Survivor Justice Campaign aims to make people aware of the alleged infractions committed against the victims of assault in the criminal justice system. The group, PAVE, inspired the formation of a chapter in the University of Wisconsin-Eau Claire as well as the men’s awareness group called Men Opposed to Sexual Assault (MOSA).
