Her father is Jorge Luis Villanueva Badilla, a liberacionista politician who was also three times deputy Jorge Luis Villanueva Badilla. She studied law at the University of Costa Rica, and was the president of the Student Law Association from 1975 to 1976. She is a specialist on Agricultural Law and holds a postgraduate degree from the Universidad Estatal a Distancia in Social and Family Violence.
In 1976 she was elected mayor of Turrialba canton. She also served as district attorney in Heredia Province. From 1979 to 1979, she was an investigative judge, district attorney in Paraiso canton, Cartago Province. She was also a judge of the first instance in civil cases and labor cases in Cartago, and later a higher court judge in penal or labor matters. She was elected magistrate of the Second Chamber of the Supreme Court in 1989. She was responsible for reviewing labor and family cases. In 2010, she was elected vice-president of Supreme Court. She became acting president upon the death of Chief Justice Luis Paulino Mora Mora. This led to her appointment in May 2013 as Chief Justice. On 13 May 2017, she retired.
