After the campaign he focused his attentions on working in the nonprofit sector with Iraq and Afghanistan War veterans to improve their lives and the lives of their families.

Growing up from Rolla, Missouri, Sowers graduated from Rolla High School in 1994 and was a letterman in soccer and golf. As a senior, the student enrolled in computing in the University of Missouri at Rolla (later MS&T) and conducted research for the Bureau of Mines. He was a student at Duke University on an ROTC scholarship. He was the head of both the ROTC detachment as well as the Interfraternity Council. He was an Rhodes finalist for Missouri and graduated from Cum Laude with an A.B. of Public Policy degree in 1998. Sowers continued to pursue his PhD in Public Policy within in Public Policy at the London School of Economics in the year 2011. His dissertation was entitled “Nanomanagement–Superior Control and Subordinate Autonomy in Conflict” and it explored how technology adopted by hierarchical organizations dramatically affects how superiors monitor and direct the actions of subordinates.

The year 1998 was the time that Sowers was appointed with the U.S. Army Corps of Engineers. The first time he was in the 1st Infantry Division, Sowers served as a commander of a combat engineering group during the NATO campaign in the Kosovo War. When he was stationed in Germany He was a part of his division’s participation during the Best Ranger Competition as well as taking part in the Eco contest. In 2004-2006, working for the 10th Special Forces Group, Sowers had two deployments during the Iraq conflict in the role of a Green Beret, leading and providing advice to U.S. and Iraqi units on counterinsurgency activities. In the course of his 11-year military career, Sowers was awarded the Combat Infantryman Badge, Senior Parachutist Badge, Military Freefall Badge and the Tab for the Ranger, Special Forces Tab, Special Forces Tab, Belgian Commando School Brevet and Two Bronze Stars, Joint Service Commendation Medal, NATO Service Ribbon and a variety of Distinguished Honor Graduate awards. He retired from his Army in the ranks of Major.

In September 2009, Sowers announced his candidacy for Congress against incumbent Representative Jo Ann Emerson. Libertarian Rick Vandeven and Independent Larry Bill also ran.

Sowers was confirmed by the full Senate on August 2, 2012, at the time the youngest Senate confirmed Assistant Secretary in the nation, and was sworn into office on August 20, 2012.
