Shea earned the bachelor of Science degree in Geological Sciences from the State University of New York in Albany in 1979. He designed some of the first implementations of computer mapping that were used by agencies like the Central Intelligence Agency, National Security Agency, US Air Force, Defense Mapping Agency and other agencies. Between 1982 and 1987, Shea served as Senior Staff Member and Technical Director for Digital Cartography for PAR Government Systems Corporation which was responsible for leading the forefront of research on computer-aided Cartographic Generalization, Automated recognition of characters and cartographic software for strategic and tactical systems. He was hired by The Analytic Sciences Corporation (TASC Inc.) at the end of 1987, and served as a Member of the technical Staff as well as Section Manager Department Manager, Program Manager prior to when TASC was acquired by TASC from Primark Corporation in the year 1991. From 1991 until 1998 he was Director of Imagery and Geospatial Systems. In 1998, when Litton Industries acquired TASC, the position was changed to the Senior Vice President as well as Strategic Business Unit Director, Information Management. Following Litton Industries’ acquisition by Litton through Northrop Grumman in 2001, Shea was appointed Vice President and General Manager of the Space and Intelligence Business Unit. [4]

Shea was the principal architect and has been credited with leading the corporate split of Science Applications International Corporation into Leidos (NYSE: LDOS) and the new SAIC (NYSE: SAIC) as two publicly traded companies when he served as the chief operating officer of SAIC.
