His final ATP Tour appearance in singles was at the 1996 Infiniti Open in Los Angeles which he lost at the beginning of round one to Stefan Edberg. He finished second in a Perth Challenger event in 1996. At the time of his peak, Downs was the second-ranked player in New Zealand, behind Brett Steven. A series of events that included an injury to the elbow caused him to take the premature retirement from professional tennis following the 1997 season.

In his time, he played in three matches with his New Zealand Davis Cup team.
