Kunitsyn was born on July 27, 1960 within the city of Bekdash in the Caspian coast of the Turkmen SSR, in the Soviet Union. In 1982 Kunitsyn graduated as a construction engineer-technologist from the Dnipropetrovsk Construction Engineering Institute in Simferopol. Following the school, he worked with “Perekop Chemical Construction” (Krasnoperekopsk) and then he was required to do military service, and then a year of service in Afghanistan.

Serhiy Kunitsyn (Ukrainian: Sergii Volodimirovich Kunitsin ) is a Crimean politician and a former soldier in the Soviet-Afghan War.

President Petro Poroshenko appointed Kunitsyn as his adviser on 25 June 2014.

On 27 February 2014 a decree of the acting President, Oleksandr Turchynov, appointed him Permanent Representative of the President in Crimea. On 24 March 2014 Kunitsyn said that “because of the toothless government” he had decided to resign from this post and on 26 March Turchinov signed a decree to dismiss him with the phrase “for the improper performance of official duties.”

In 2008, while serving as the chairman of the Sevastopol City State Administration, Kunitsyn was a member of his political group, the United Centre. In 2012, Kunitsyn was elected as a member of his position in the Verkhovna Rada (Ukrainian parliament) as an UDAR member. UDAR party.

After the army, for a short period in 1985 Kunitsyn worked as an engineer- technologist at “Crimea Canal Construction” followed by the appointment as a chief engineer at the Krasnoperekopsk Plant of reinforced concrete where he worked until 1989. From 1989 to 1990, he was instructor in the department of ideology that was part of the Krasnoperekopsk city committee of the Communist Party of Ukraine. In March of 1990, Kunitsyn was elected the People’s deputy of Ukraine and, in April of the same year, he was elected as the city’s mayor Krasnoperekopsk in the post he held until 1998. In the same time, he was the head of his own Party Union in support of Crimea Republic.

Between 1995 and 2001, Kunitsyn was the director of the administration in the North Crimean experimental economic zone “Syvash”. Between 27 May 1998 until 24 July 2001, and between April 2002 and April 2005, he was the position of Chairman in the Council of Ministers of Crimea. From July 2001 until April 2002, he was advisor to the President Leonid Kuchma. Since February 2004, Kunitsyn is in charge of his organization, the Crimean Regional Organization that is part of the Ukrainian society of Afghanistan veterans. From June 2006 until April 2010, he served as the chairman of the Sevastopol City State Administration appointed by the President of Ukraine.

Since December 2014 Kunitsyn is a member of the Ukrainian parliament as an independent politician for Petro Poroshenko Bloc, he was number 68 of the national party list of this political party in the 2014 Ukrainian parliamentary election.
