From 2004 to 2011, she represented Brampton–Springdale as a Liberal Party member in the House of Commons of Canada. Nina Grewal, a British Columbia Conservative MP, was the first Sikh woman to serve in Canada’s House of Commons.
Dhalla was nominated by Paul Martin, Prime Minister of Canada, as the Liberal candidate for Brampton–-Springdale in 2004’s federal election. The local Liberal Party riding director, Andrew Kania, opposed this decision. Dhalla was praised by the deputy campaign director of the Liberal Party, who described her as a star candidate that would benefit the party. Dhalla was elected to the Liberal Party by a comfortable margin, despite it being reduced to a minority government. She also became the first woman of Indian origin to be elected to Canada’s Parliament. Her win was also historic, as she was the first woman of Indian descent to be elected anywhere in the world other than India. Dhalla was elected to the Standing Committee on Health due to her business and health experience. Dhalla was a well-known speaker in Parliament on issues that affected her constituents, minorities, and women.
Dhalla voted in favour of Canada’s same-sex marriage legislation in 2005, on the grounds that the Canadian Charter of Rights and Freedoms must confer equality on different groups in society.
Dhalla was a prominent organizer of the “Canada for Asia” benefit concert in January 2005, along with Senator Jerry Grafstein and singer Tom Cochrane. The event raised money for victims of the previous month’s tsunami disaster in southeast Asia. She travelled with the Prime Minister to Sri Lanka and India in 2005 on a trade mission visit to promote trade between both nations. In October 2005, Dhalla organized a relief effort for victims of an earthquake in Pakistan. In parliament Dhalla introduced her first private members bill to create a secretariat for foreign credentials recognition. This bill was passed in the House of Commons thus assisting recent Canadian immigrants in gaining professional employment.
Gandhi personally responded to Dhalla’s letters and referred it to a press conference that was held months before her assassination. Dhalla invited Gandhi to India, but Gandhi was killed before Dhalla arrived. For her first year at McMaster University, she was awarded a full scholarship. Dhalla continued her studies at McMaster University and earned a Bachelor of Science in Biochemistry and a minor in Political Science in 1995. She was also shortlisted as a Rhodes Scholarship nominee from Manitoba. Instead, she moved to Toronto the following year and received a Doctorate in Chiropractic from Canadian Memorial Chiropractic College. After graduating, she opened a chain of multi-disciplinary health care clinics throughout the Greater Toronto Area. Dhalla was the daughter of an Indian immigrant family, born in Winnipeg, Manitoba. Dhalla was ten years old when she first became international news. She lived in Winnipeg’s north end. Dhalla wrote to Indira Gandhi, a letter pleading for justice and peace, after Indian soldiers participated in military operations at Punjab’s Golden Temple.
Dhalla was active politically from a young age. She volunteered for David Walker, the Winnipeg Liberal candidate in 1988. Later she became a prominent member the MANITOBA Young Liberals. Dhalla officially launched her re-election campaign in early December, with Bollywood actor Arjun Rampal as a star attendee. Conservative candidate Sam Hundal attempted to use same-sex marriage as a wedge issue among recent immigrant voters, but was unsuccessful. Dhalla was easily re-elected, while the Conservatives won a minority government at the national level.
