Cowie played the remainder of his playing career in Europe after the 1996 season. He was most famous for four seasons with Eisbaren Berlin between 1998 and 2002. After the 2004 season, Cowie retired from playing for the Italian team Milano Vipers.

Cowie was born in Willowdale (Ontario). He was a young hockey player in the 1980 Quebec International Pee-Wee Hockey Tournament. Between 1988 and 1991, he was a four year letterman for Northeastern University Huskies, scoring more than 40 points in each of his sophomore, junior, and senior seasons. He was the second-leading scorer and 14th highest overall scorer in school history, with 46 goals and an additional 96 assists. He was an All-Hockey East All-Star three times in 1989, 1990 and 1990. In 1990, he was an All-American.
After finishing his college career, Cowie signed for the Winnipeg Jets. He was then assigned to the Moncton Hawks, a farm team of the American Hockey League. Cowie quickly became a top offensive defenseman in the minor leagues. He never scored less than 11 goals during a single season throughout his entire minor league career. He had his best season as a professional in 1994 with the Springfield Indians. As an assistant captain, he scored 17 goals as well as 57 assists for 74 point and was named First Team All-Star defense.
Since retiring as a player, Cowie has remained active in the sport as a scout, first part-time for the New York Islanders and then as a full-time pro scout for the Toronto Maple Leafs. He is also a founder of Athletes Resource, a sports services organization. The company hosts an annual hockey prospects tournament and professional conditioning camps attended by players from the NHL and other professional leagues. In the private sector, Rob formed The Muskoka Group, a Real Estate group he runs in Scottsdale Arizona in conjunction with Prudential AZ Properties. Rob has won the Chairman’s Circle Gold award, indicative of the top, for 2008, 2009, and 2010.
