The USOC was in trouble over Lloyd Ward, its CEO, and Marty Mankamyer, its President, in 2003. Mayer testified before Congress before both the Senate and House committees on various issues regarding the structure, governance and operation of USOC. In 2003, the USOC Governance and ethics Task Force was created. The Independent Commission on Reforming the United States Olympic Committee was established by Congress. Mayer, as Chair of Athletes Advisor Council, was an active leader in the reform effort of USOC. This culminated in a USOC Board of Directors meeting that took place October 2003. The USOC Board voted on a change to the USOC governance structure. It went from a 123-member Board with 21 Executive Committee members and 19 committees that had 195 members to an 11 member Board with no executive committee, four (4) standing boards with 20 members.

Mayer was elected as the 2001 chair of the United States Olympic Committee’s Athletes Advisory Council (AAC), and also served on the USOC Board of Directors, and the USOC Executive Committee. She was also a member of the Salt Lake Organizing Committee Board of Trustees. This committee helped plan the 2002 Winter Olympics.
