Betancourt’s 1980 college season saw a decline in his scoring. He scored 17 goals and assisted on 16 more. This was enough to earn him second-team All American honors. Although Betancourt experienced a slump in his personal life, the team made it to NCAA championship where it lost to University of San Francisco. Betancourt was at the top his game in his third season with Indiana. He assisted on nine more goals and scored 27 goals. He received numerous accolades including first team All America and the Hermann Trophy for the best collegiate player. Although Betancourt was not able to play in the 1982 FIFA World Cup for Honduras, he is still considered one the best collegiate players.
On 27 October 1981, the St. Louis Steamers of Major Indoor Soccer League (MISL) selected Betancourt in the first round (12th overall) in the college draft. Betancourt declined to sign with the Steamers and instead returned to Honduras to make himself eligible for the Honduran national team, then beginning qualification for the 1982 FIFA World Cup. When he returned to Honduras, he joined Real CD España. While Betancourt failed to play any of the Honduran qualification games, national team manager José de la Paz Herrera called up Betancourt to replace the injured Jimmy James Bailey. Betancourt would go on to play every minute of Honduras’ three games (0–2–1 record) during the cup.
He made his debut for the Honduras seniors in an April 1982 friendly match against El Salvador and has earned a total of 9 caps, scoring 5 goals. He has represented his country in 4 FIFA World Cup qualification matches and played all three matches at the 1982 FIFA World Cup.
Soccer America Magazine awarded him the Player of the Decade (1980s), and named him the College Team of the Century. In 1992, Indiana University inducted Betancourt in its Hall of Fame.

Betancourt was raised in a soccer family. His father, Porfirio Betancourt, played for Club Deportivo Olimpia. His uncles and aunt played for Club Deportivo Platense. He was a youth player who played for the Honduran Brewery Club from 1976 to 1976. Betancourt graduated at Escuela Internacional Sampedrana. He entered Indiana University in 1979. There he played three seasons of men’s college soccer (see photo). His first year, he scored 20 goals and assisted 12 more. He was awarded first-team All American honors. The Hoosiers reached the quarterfinals in the NCAA tournament that season.
Rodolfo Godoy, the Honduran national coach, called him up to play for his U-20 team in the qualifier tournament for 1977 FIFA Youth Cup. Betancourt scored 11 goals and led Honduras to an undefeated record, as well as a berth at the Cup. The Hondurans finished second in group play at 2-1, but did not qualify for the second round.
Betancourt joined the Honduran Olympic team for the 1980 Summer Olympics qualification tournament. When Honduras joined the US-led boycott of the games, Betancourt returned to Indiana.
