An ex- Arkansas State employee Jones was subsequently sued by U.S. president Bill Clinton for sexual harassment. Paula Jones’s case Paula Jones case provided the occasion to independent counsel Ken Starr to broaden his ongoing investigation into Clinton’s pre-presidency financial transactions and Whitewater Land Company. Whitewater Land Company, and resulted in Clinton’s removal from the House of Representatives and subsequent dismissal of the Senate on February 12th 1999. Particularly, Clinton was asked under an oath to answer questions about Monica Lewinsky during the Jones suit, but denied having had any sexual relationships between her. She also accused of perjury when allegations of sexual encounters were disclosed. The Jones lawsuit was also the catalyst for a significant legal precedent being set by the U.S. Supreme Court which decided that a current U.S. president is not exempt from civil action for actions that are not related to the scope of his public duties.
Jones was later represented in The Rutherford Institute, a conservative legal group, as well as an Dallas legal firm. Carpenter-McMillan remained Jones her spokesperson. As of December 27, 1997, Jones decreased the amount of damages demanded in her suit against Clinton to $525,000. She also was able to expel Clinton’s former bodyguard, Danny Ferguson, from the suit.
Judge Susan Webber Wright granted President Clinton’s motion for summary judgment, ruling that Jones could not demonstrate that she had suffered any damages. As to the claim of intentional infliction of emotional distress, Wright ruled that Jones failed to show that Clinton’s actions constituted “outrageous conduct” as required of the tort, alongside not showing proof of damages caused by distress. Jones appealed the dismissal to the United States Court of Appeals for the Eighth Circuit, where, at oral argument, two of the three judges on the panel appeared sympathetic to her arguments. Clinton and his defense team then challenged Jones’ right to bring a civil lawsuit against a sitting president for an incident that occurred prior to the defendant’s becoming president. The Clinton defense team took the position that the trial should be delayed until the president was no longer in office, because the job of the president is unique and does not allow him to take time away from it to deal with a private civil lawsuit. The case went through the courts, eventually reaching the Supreme Court. On May 27, 1997, the Court unanimously ruled against Clinton, and allowed the lawsuit to proceed. Clinton dismissed Jones’s story and agreed to move on with the lawsuit.
It was upon the basis of this statement that the perjury charges in his impeachment were drawn up. The House of Representatives voted to impeach Clinton on December 19, 1998, on charges of perjury and obstruction of justice and sent the case to the Senate for trial. But despite Republican control of the Senate, Republicans were unable to muster the required two-thirds supermajority to convict him or even a simple majority. Fifty Senators, all Republicans, voted guilty on the obstruction charge and 45 senators voted guilty on the perjury charge. Thus, Clinton was found not guilty of either charge.
The judge’s decision came in December of 1994. a federal Judge Peter K. Leisure ordered Penthouse magazine not to publish semi-nude photos of Jones that were captured by her lover Mike Turner. The magazine’s owner Bob Guccione argued that the photos were classified as “illustrations of newsworthy articles” and called the decision to ban distribution as an instance of prior restraint which was the position of several law professors. He claimed that the matter was already at the disposal of distributors. The temporary restraining order was removed within two days. The actress later appeared in photos to illustrate an article “The Perils of Paula Jones” published in December’s issue of the magazine, in which she discussed the burdens of a tax bill that was large and two sons she had to take care of.

Jones had reportedly told her lawyers she wanted an apology from Clinton, in addition to a settlement. In September, Judge Wright accepted their request.

Wright then referred Clinton’s conduct to the Arkansas Bar Association for disciplinary action, and on January 19, 2001, the day before Clinton left the office of president, he entered into an agreement with the Arkansas Bar and independent counsel Robert Ray under which Clinton’s license to practice law in Arkansas was suspended for a period of five years.
