Okab was born in Chyah, Beirut on 2 October 1975. His family raised him by their mother in extremely difficult economic conditions. His family hails located in Zahle, Bekaa Valley and they are Lebanese Shiite Muslims. From DEA Beirut Okab obtained the degree of bachelor in philosophy. He then earned an advanced master’s degree in social psychology as well as a higher education degree in the Department of Education (DEA) in sociology of political.

Sakr taught during two terms at the USJ’s Islamic and Christian Studies Institute He also contributed to the founding and administration of the Permanent Dialogue Center. He also served as an managing editor assistant at Al Balad newspaper. He is also the manager for the New Opinion Center, and is a participant in the Arab Working Group on Muslim-Christian Dialogue. He also serves as the general director for the Arab Forum for Dialogue and Citizenship.

Sakr was believed to be involved in arming rebels in the Syrian Civil War. He initially denied involvement, but later admitted it after Al Akhbar and OTV published audio recordings of him making agreements to arm Syrian rebels. Sakr later admitted that the tapes were edited and that he only supplied Syrians with blankets and milk. On December 12, 2012, Syria was issued an arrest warrant against Saad Hariri Sakr and Media coordinator in the Free Syrian Army Louay Almokdad in connection with their alleged involvement of providing financial aid and arming in support of opposition members in Syria.
