He was commanding officer of the 56th Infantry Battalion as well as the 602nd Infantry Brigade as well as the 501st Infantry Brigade. He was also an officer in the Presidential Security Group.

In his time as the head of the 56th Infantry Battalion, then-Lieutenant colonel Clement was among those officers who were implicated for the abduction of the communist political leader Jonas Burgos in Quezon City in 2007. However, he was later cleared of the investigation because of the absence of evidence.

He also served as the Chief of the AFP Management and Fiscal Office, Commandant of Cadets and Head of Tactics Group in the Philippine Military Academy, Commander of Joint Task Force Sulu in 2014, the Deputy Chief of Staff for Operations, Organization & Training, J3 from 2016 to 2017, became commander of the 10th Infantry Division in the Davao Region in 2017, and became commander of the AFP Central Command based in Cebu City in November 2018, before being appointed as the 52nd Chief of Staff of the Armed Forces of the Philippines on September 24, 2019, and he was promoted to General on October 30, 2019

After graduating at the age of 85, He was employed in various post within the Army like a company commander, platoon leader and staff position within the 44th Infantry Battalion from 1985 until 1993.
