Isaac was born February 18, 1951 in the household of Robert Obiakor and his wife, Mr. as well as Mr. and Mrs. Robert Obiakor. He was the son of an engine artisan Grade I driver at first with the Nigerian Railway Corporation, before joining his current position with the Federal Ministry of Works as tech-informant until he retired in the year 1961. He was among the ten children born to the family.
A coup in January, 1966 occurred during his stay at home during the holidays. He was among those who were deployed to maintain peace in the midst of pre- civil war riots that occurred in Zaria in May 1966.
Late C. Odumegwu Ojukwu, then Military Governor of Eastern Region ordered that they should not go back to the North and directed that they should be deployed to government schools in the East where they had military cadet corps. Obiakor found himself at Government College Umuahia, where he continued his education up till 1967.
Obiakor returned to NMS Zaria in April 1970. The same year, he wrote his School Certificate Examination as well as the entrance examination into the Nigerian Defence Academy (NDA). He passed the exams in May 1971 and was admitted as a member of the 10th Regular Course of the NDA.
The counter-coup that took place in July of 1966 happened as he tried to aid the parents of his (who were at the time still located in the North) move towards the East.

Lieutenant General Chikadibia Obiakor (born 18 February 1951 in Nigeria) is a retired officer from the Nigerian Army who until 2010 was Military Adviser the Assistant Secretary General Office of Military Affairs, United Nations Department of Peace Keeping Operations (UNDPKO), UN Headquarters New York. He officially retired in 2011 from his position in the Nigerian Army in 2011.
For his primary school education He was a student at St. Bartholomew Primary School and was then transferred into the Nigerian Military School (NMS) Zaria in January 1963. At the time the school was in class 3, he was the school’s high jumper. He also played basketball for the school.
With the outbreak of the Civil War in 1967, Obiakor fought on the Biafran side. At the end of the war, he managed to re-establish contact with the Commandant of the Nigerian Military School who immediately intervened to ensure that all the NMS boys who fought on the Biafran side were released without delay and allowed to return to the school to complete their training.
