She previously served as County Supervisor in Milwaukee County, Wisconsin from the year 2010 until 2012 and in the capacity of the Democratic representative in the Wisconsin State Senate, representing the 6th Senate District from 2013 to 2017. The candidate did not run for reelection.

In 2012 the year 2012, Supervisor Harris was a candidate for state senator in the sixth Senate District. She was elected in a highly-contested five-way primary following the resignation of the former Senator Spencer Coggs was elected as County Treasurer. Harris won this primary by securing 47.9 percent of the votes. She was sworn in as president on January 7, 2013.

After the loss of her mother over ten years ago, Harris, determined to keep her siblings out of the foster care system, became guardian to three of her younger siblings and raised them herself. Harris Dodd and her husband, Anthony Dodd Sr., live on Milwaukee’s west side. On October 12, 2014, she gave birth to Anthony Thomas Dodd, Jr.

In April 2014, Harris’ bill creating the Milwaukee County Emergency Detention Pilot Program was signed into law. The program puts the authority to initiate emergency detentions into the hands of qualified mental health professionals rather than solely in the hands of the police. The law is intended to stop negative police interjection into mental health crisis situations.

In the 2013-14 session of the legislature, Harris served on a number of committees of the Wisconsin State Legislature, including Education, Government Operations, Public Works, and Telecommunications, Judiciary and Labor, and Law Revision. Harris was also a member of the Joint Committee for Review of Administrative Rules. Harris Dodd currently serves on the Legislative Council Study Committee on Adoption Disruption and Dissolution which had its inaugural meeting in July 2014.

On the 25th of May in 2010 Nikiya Harris won the position of as the 2nd District County Supervisor, in a 11-candidate race. Following her election to the Milwaukee County Board of Supervisors she took on the fight for voter rights, arguing against Wisconsin Governor Scott Walker’s Voter ID law. She facilitated access to vote by pushing forward an initiative that allowed hundreds of Milwaukee residents to get the birth certificate for free. She also drafted and implemented an effective plan to take away control from the Milwaukee House of Corrections from the County Sheriff. The new plan will see the oversight was transferred to a Superintendent selected by the Milwaukee County Board.

In the 2013-14 session of the legislature, Harris pushed for an increase in the federal minimum wage as well as greater access to training for workers, and affordable health care. Harris also presented strategies to address Milwaukee’s foreclosure crisis, and to overhaul Wisconsin’s broken criminal justice system as well as the mental health care system.

Nikiya Harris was born and raised in Milwaukee. She is a graduate of Washington High School. A former pre-school teacher and pre-college coordinator, she graduated from the University of Wisconsin–Milwaukee with a bachelor’s degree in community education and a master’s degree in adult education.
