The delegates of the All-Ukrainian Jewish Congress (AUJC) and the United Jewish Community of Ukraine elected Rabbi Azman as the chief Rabbi of Ukraine in October 2005. Both were headed by prominent Ukrainian-Jewish businessmen. His election caused a lot of controversy within the Ukraine Chabad community.
In 1995, Rabbi Azman went back to Kiev to start a synagogue. It was located in the central part of the grand Brodsky Choral Synagogue, which had been converted into a puppet theatre during the Soviet period. The synagogue grew until the Kiev government gave the synagogue its entirety. Rabbi Azman founded several soup kitchens, a burial service, a school, 1 kindergarten, and many other educational and charitable institutions in Ukraine. He has also restored Kiev’s Jewish Cemetery and created a medical center that provides free care for the poor. Rabbi Azman received the Badge of Honor from the Mayor of Kiev in 2001, and the Order of Merit of the Ukrainian government in 2009.

Azman’s maternal family was Chabad and his father was Litvish. He married the daughter of Reb Zush Lyubarsky (a Kharkiv shochet). Azman, who was active in the refusenik movement from his youth, was ordained as a Shochet (ritual slainer) at age 18. Pravda, a communist newspaper that reported on Jewish refusenik activities at Leningrad in 1982, called Azman “an enemy of Soviet Power.” He was granted permission by the Soviet government in 1987 to leave the USSR. In 1987, he began studying in Chabad yeshivas in Israel. During the Russian aliyah in 1991, he was named head of “Beit Chabad für Russische Juden” in Israel. This group helped Russian-Jewish immigrant adjust to Israel and reconnected to Judaism. Rabbi Azman was also charged to bring the Chernobyl- born Ukrainian-Jewish children to Israel, and oversee their psychological and medical rehabilitation.
Rabbi Azman was a soldier in the IDF from 1990 to 1992 and has been there since then to provide care for soldiers in every conflict in Israel. He has been the Rav of an elite Gdud within the Israeli army reserves since 2012. He was a leader in the efforts to help East-Ukrainian refugees in Ukraine and Kiev, and in the beginning of war in Donbass 2014 led efforts for the evacuation of wounded people to Israel and the West. Due to Russian military intervention in Ukraine, he is the founder and leader of the project to resettle homeless Jewish refugees.
