Moshe Leo, also known as Moshe Leon, is an Israeli politician and is currently Mayor of Jerusalem. He was previously a member the Jerusalem City Council, director general of the Prime Minister’s Office and Chairman of Israel Railways.

After having worked previously with the Ports and Railways Authority, he was elected chairman of Israel Railways from 2003 to 2006. After his term was ended, Lion’s term expired in 2006.

In 2013, Lion ran for Mayor of Jerusalem, receiving 45% of the vote, but lost to incumbent mayor Nir Barkat. The Likud party under his leadership received one mandate, and he became a member of the Jerusalem City Council on its behalf.

Lion was chosen to help negotiate the forming of a government coalition following the Israeli elections of 2013, in the aftermath of which the Likud and Yisrael Beitenu parties joined together.

Lion was named the managing director of Benjamin Netanyahu’s Prime Minister’s Office in 1996. He also became his economic advisor, and he continued to hold these positions until 1999.

Moshe Lion was born in Tel Aviv’s Florentin area. He attended Zeitlin High School [he]. His mother is from Aden, and his father comes from Thessaloniki. He moved to Givatayim with his family as a child. Lion was a member of the Israel Defence Forces where he was assigned as a military chaplaincy. He also sang with the IDF’s rabbinical chorus. He still occasionally leads synagogue services. Lion received a BA degree in accounting and economics from Bar-Ilan University. He interned at the office of Avigdor Yizhaki and earned his CPA in 1990. His brother, Dr. Nissim Lion is a lecturer at Bar-Ilan University’s Department of Sociology and Anthropology.

Lion, Avigdor Yitzhaki, and two other partners founded Yitzhaki & Co. in 1991. He advised the Likud after their economic losses following the 1992 Knesset elections. In 2017, he retired.

In 2008, he was appointed chairman of the Jerusalem Development Authority. Under his tenure, the First Station train complex in Jerusalem was completed.
