In 1976, he received a Bachelor’s degree in Electrical and Electronics Engineering from Tel Aviv University. He served in the Israel Defense Forces between 1976 and 1983. Kam ran for the office of IEEE President-Elect in 2008, but was defeated by Pedro Ray. He was elected to this position in 2009 (the other candidates were Joseph Lillie, J. Roberto Boisson de Marca). In 2011, he was elected President and CEO of IEEE. His platform for election was to expand IEEE to new technical areas (especially at the intersection of Electrical Engineering and Computer Science), provide effective services to practicing engineers, and increase the value of IEEE membership.
Kam developed the plans for NJIT’s School of Applied Engineering and Technology, which was inaugurated in 2018.
Kam initiated the effort to create a large industrial-grade Makerspace at NJIT. The initiative was supported by the New Jersey legislature. The first stage of the Makerspace (9,500 square feet) was opened in early 2018. It is the largest facility of its kind in New Jersey. Among other functions, the Makerspace offers equipment and devices for 3D printing, additive manufacturing, material cutting and shaping, metrology, visualization, computing, emulation, and simulation. During the COVID-19 pandemic, the NJIT Makerspace was converted to a production facility, manufacturing reusable and washable face shields for medical personnel and first responders,.
Kam was elected IEEE Vice-President for Educational Activities in 2004. He had previously been Director of IEEE Region 2 (Eastern USA) from 2003 to 2004. For three years, he was IEEE Vice President. During his tenure, IEEE greatly expanded its pre-university engineering education activities and accreditation of academic programs. His tenure saw the establishment of major pre-university programs, including the engineering education portal TryEngineering.org, a joint project of IEEE and IBM; and internationalization of IEEE’s Teacher In- Service Program. TryEngineering.org provides information for pre-university students, parents, teachers, school counselors, and their families about engineering, technology, and computing. It also lists all accredited programs that offer undergraduate and graduate degrees in these fields. The Teacher In- Service Program is a program that trains IEEE volunteers to work alongside pre-university teachers to integrate engineering and engineering design into the pre-university curriculum. TISP began in 2003 as a US-based program. It has since expanded to include Argentina, Brazil and Canada, China and Peru, China, Malaysia and Portugal, Trinidad and Tobago and Uruguay.

Moshe Kam, an American engineer educator, was born October 3, 1955 in Tel Aviv. He is currently the Dean of Newark College of Engineering at New Jersey Institute of Technology. He was the Robert G. Quinn Professor and Head of Electrical and Computer Engineering at Drexel University from August 2013 to August 2014. He was the 49th President and Chief Executive Officer of IEEE in 2011. He was previously the IEEE’s Vice President of Educational Activities (2005-2007), and IEEE’s Representative director to the accreditation body ABET. Kam is well-known for his research on decision fusion and distributed discovery, which focuses on computationally feasible rules for multisensor systems.
Kam was Professor of Electrical and Computer Engineering at Drexel University from 1986 to 2014. He joined the New Jersey Institute of Technology in September 2014 as Professor and Dean of Newark College of Engineering. His research interests include detection, estimation, decision fusion, distributed detection, robot navigation, and data mining. These areas have been the subject of over 150 conference and journal papers. He is an active IEEE volunteer and has served as the Chair of IEEE Philadelphia Section, Chair of IEEE Region 2 Committee and Member of IEEE Board of Directors. He was also Chair of IEEE Audit Committee and Vice President for Educational Activity. He was also the 2011 President and CEO.
For his activities in the areas of pre-university and university education, Kam received in 2016 the IEEE Haraden Pratt Award.
