Montgomery McFate is one of the most popular and richest Anthropologist who was born on January 8, 1966 in Sausalito, California, United States. There has been much debate about the relationship between anthropologists, military personnel, and other anthropologists. Bronislaw Malinowski, a prominent anthropologist, has worked closely with colonial military officials. During World War II, Vietnam War and other conflicts, some anthropologists served in military service as academic consultants and field workers as part of Operation Camelot. However, Western anthropologists began to reject this collaboration in the 1960s as it was a breaching of trust between participant observers and the people they were studying. This could endanger the welfare of both. This policy was eventually rejected by the American Anthropological Association.

McFate served as a defense consultant over the next few years for the Rand Corporation and the Office of Naval Research. In 2004, Dr. Hariar Cabayan (Science Advisor to the Joint Chiefs of Staff J3) contacted McFate about the development of new counterinsurgency strategies for the Iraq War. This led to the creation of the Cultural Preparation of the Environment CPE Database by MITRE Corporation. CPE was not used and the CPE program was terminated in August 2005. Although she is believed to be one of the main architects of HTS, this is not true. The Human Terrain System was created by the US Army’s Foreign Military Studies Office, which was directed at that time by Dr. Jacob Kipp. McFate was appointed the Social Science Advisor to HTS in 2007. McFate was also one of many contributors to the revised Counterinsurgency Field Manual FM 3-24, which was published by the US Army. Although many claim authorship, LTC Jan Horvath was the primary author.

McFate sought to reverse this trend, holding that it was possible for a mutually beneficial relationship to emerge between the US military and the populations that insurgency sprang from. This approach, however, has largely been negatively received by the anthropological community, and the American Anthropological Association issued resolutions in 2007 and 2008 condemning the kind of military/anthropological collaboration McFate had called for.

A 2010 audit by the Army’s Auditing Agency (AAA) identified weaknesses in the program’s execution. The final AAA investigation, completed in the summer of 2014, did not uncover any significant weaknesses in the program’s execution, and found that the program offered significant value to military units.

McFate continued her studies at Yale University and at UC Berkeley in anthropology. McFate became interested in conflict studies and in the culture of insurgents. She did her doctoral dissertation about Irish Republican social networks, cultural narratives, and their role in supporting the Irish Republican Army Insurgency. She spent many years among IRA supporters, and later among British counterinsurgents as part of her research. McFate received her PhD in Anthropology in 1994. She then went on to Harvard Law School and earned a Juris Doctor degree in 1997.

The Human Terrain System was condemned by the American Anthropological Association in November 2007, which called it a “”unacceptable application of anthropological expertise.”[1] The program also came under fire for allegedly poor organization and execution and limited effectiveness.
