Robert Alan Ballinger (born January 31st 1974) is an American lawyer and politician, and the Republican Member of the Arkansas Senate. Ballinger has been representing the 5th District, which stretches across Missouri to Oklahoma across a rural portion in the Ozark Mountains, since January 2019. He was previously a member of the 97th District of the Arkansas House of Representatives from 2013 until the year 2019.

2013 was the year that Ballinger also cosponsored a measure to alter state tax rates for income. He was also a co-sponsor of a proposal to put a limit for spending in the state budget however the bill was rejected in two votes when it came to the House floor. He voted to override the governor’s vetoes. Democratic governor Mike Beebe to enact legislation that required photo identification before voting in Arkansas and also to prohibit abortion after 20 months of gestation. In addition, he was co-sponsor for both of these initiatives. He backed legislation that would prohibit the inclusion of abortions in the exchange for state insurance and to make the death of a foetus a crime in certain circumstances and to prohibit abortions if a fetal heartbeat is observed.

Ballinger was the state co-chairman of the presidential campaign for U.S. Senator Ted Cruz of Texas, whom he hosted on a campaign swing through Arkansas in August 2015. Working with Ballinger on the campaign was former gubernatorial candidate Curtis Coleman, who was defeated in the 2014 primary election by Governor Hutchinson.

In February 2015, Ballinger authored House Bill 1228, designed to prohibit government from imposing a burden on the free exercise of religion. The measure passed the House, seventy-two to twenty. One of the opponents, Representative Camille Bennett, a former city attorney for Lonoke, Arkansas, called for a reworking of the legislation.

The year 2012 was the time that Ballinger took his Republican nomination for District 97’s House seat, beating Jeremy Miller, 1,362 (52.4 percent) to 1,238 (47.6 percent). He was then defeated by Democrat Robert D. Berry from Eureka Springs, 6,706 (56.2 percent) to 5,226 (43.8 percent). The new position was created after the currently serving Republican Rep. Jonathan Barnett was transferred to the District 87 reconfigured.
