Spencer was born on December 23, 1954, in Dorking, Surrey, England. He was a social anthropologist in the University of Edinburgh, and received the undergraduate Masters of Arts (MA Hons) degree in 1977. He then was an postgraduate pupil of the University of Chicago, and was awarded an advanced master of Arts (AM) degree in 1981. He did postgraduate research with Oxford University. University of Oxford, and was awarded an honorary Doctor of Philosophy (DPhil) degree in the year 1986.

Spencer was an instructor in the University of Sussex in 1987 and was as well as a lecturer at the London School of Economics from 1989 until 1990. In 1990 Spencer was a member of at the School of Social and Political Science, University of Edinburgh. From 1999 to 2014, he was Professor of Anthropology of South Asia. On the 15th of March, 2014, he was named the Regius Professor in the Department of South Asian Language, Culture and Society.

In March of 2011, Spencer was elected a Fellow of the Royal Society of Edinburgh (FRSE). Spencer was elected Fellow of the British Academy in July 2018.
