A secret weapon store of the Banda della Magliana was kept in the basement of a building used by the government, it was later discovered to have grenades that were stolen from NAR chief Valerio Fioravanti. Valerio Fioravanti, the leader of NAR was able to access the gun as well as ammunition believed to be out of the cache for joint weapons which was used to murder Carmine Pecorelli in 1979. In 1993, in conjunction with the trial for his Mafia affiliation in Palermo and Palermo, the former Italian premier Giulio Andreotti and Sicilian mafia head Gaetano Badalamenti, and Carminati were accused of murdering Pecorelli by the prosecutors in Perugia. The trial was unconfirmed and was based on the testimony of Mafia turnedcoat Tommaso Buscetta who had not initially mentioned the allegations against Andreotti in the interview conducted by Giovanni Falcone. Andreotti was found not guilty as were his co- defendants 1999. The prosecution was successful in appealing the verdict, and the trial was adjourned until 2002 that resulted in inconsistent verdicts. resulted in Carminati and defendants who were accused of arranging the killing being cleared, but Andreotti was recognized as guilty for having ordered the killing which was sentenced to 24 years prison. Italians regardless of political affiliation condemned the verdict. It was the Italian supreme court eventually cleared Andreotti of the crime in 2003. According to Fioravanti’s sister, Fioravanti admitted killing Sicilian politician Piersanti Mattarella. Mattarella’s murder was also believed as being connected to former premier Giulio Andreotti by the Sicilian Mafia. The Mafia is believed to have made use of its contacts and political operatives Salvo Lima as well as the Salvo cousins to file complaints with Andreotti over the conduct of Mattarella as per the Mafia’s turncoat (pentito) Francesco Marino Mannoia. In the opinion of the supergrass, the late Andreotti attempted to stop the Mafia murdering Mattarella. Also, Fioravanti is accused of murder in the name of Propaganda Due.

Carminati was a frequent visitor to a bar which was frequented by Rome criminals and radicals in the political spectrum. Carminati became a close associate of Valerio Fioravanti, the leader of the extremist militant band Nuclei Armati Rivoluzionari (“Armed Revolutionary Nuclei” or NAR). Carminati met Fioravanti to several Banda della Magliana members, including their leader Franco Giuseppucci, who became a close associate of Carminati as well as Massimo Sparti, who would later become the principal source of evidence for Fioravanti during the 1988 Bologna railway station explosion. Following the time that Nuclei Armati Rivoluzionari and Banda della Magliana were dissolved by arrests and loss of life, Carminati managed to emerge as a person on his own.

On 2 December 2014, Carminati was arrested by the Raggruppamento Operativo Speciale on charges of Mafia association, extortion, fraudulent transfer of assets, bribery, bid rigging and false invoicing, in the Mafia Capitale investigation. On 20 July 2017, Carminati was sentenced to 20 years in prison. On 11 September 2018, on appeal, Carminati was sentenced to 14 years and six months.
