Joe Behan (born 30 July 1959) is an Irish politician from Ireland. Joe Behan was the Teachta Dala (TD) for the Wicklow constituency from 2007 until the year 2011. The Wicklow constituency elected him as a TD in the general election of 2007.

He announced in 2014 that he declared that he was running in the Bray area as an Independent candidate in the 2014 local elections in the Bray region. In 2014, he was appointed to Wicklow County Council on the first day of the count, winning 1776 (just more than 14 percent) first-preference votes, which was 384 more than the quota.

Behan stood as an independent candidate in Wicklow for the 2020 general election. He received 2,988 first preference votes (4.2%) but was not elected.

On the 17th of October, 2008, on 17 October 2008, he quit his position with the Fianna Fail party in protest over his opposition to the Budget. In his resignation letter, the politician stated that “I intend to adopt an independent stance on each and every issue which comes before the Dail from now on.” He ran for re-election in Wicklow in the general election and lost his seat , receiving only 66% of first preference votes, down from 14.5 percent in 2007.

Behan did not get unsuccessfully for the Fianna Fail nomination to run in the general election of 1997 for the Wicklow constituency. Behan was not able to win nomination until December 2006 and he was among of three candidates picked by Fianna Fail’s party in the general election of 2007. The election was as a candidate for Dail Eireann at the 2007 general election.

An ex-teacher and principal of a primary school in Bray, Behan was a long-time members of Bray Town Council and Wicklow County Council having been elected to the seat during the elections in 1999 and 2004. Behan was Cathaoirleach (chairman) in Wicklow County Council from 2006 until 2007, however, as a result of the removal from the duality mandate as a result of the Local Government Act 2001 he was found to have quit his council seat when he was chosen to be a member of the Dail in 2007.

He was an independent candidate for the Wicklow constituency at the 2016 general election but was not elected. He was re-elected to Wicklow County Council in the 2019 local elections on the first count, having topped the poll in Bray East with 1880 (just under 29%) first preference votes.
