Watt was the longest-serving Financial Secretary when he was appointed in April of 2009. In August 2009, he was appointed secretary of the Department of Defence, until his transfer as the Department of the Prime Minister and Cabinet in September of 2011. Watt was dismissed from his position on November 14, 2014. His departure was thought of from the time when the Abbott Government took office in September 2013.

Watt was born in Victoria and grew up in Reservoir in the suburbs north of Melbourne. He studied at La Trobe University and joined the Australian Public Service in 1971 within the Victorian Division of the Post Master General’s Department. He graduated with honours from Melbourne’s University of Melbourne before commencing an enlisted cadetship in The Department of the Treasury in 1973. Watt completed his master’s in 1973 and his Ph.D. from La Trobe University before returning to The Treasury in 1985.
He was minister (Economic) for the Embassy of Australia in Washington from 1991 until 1994. After his return back to Australia, Watt was appointed First Assistant Secretary of the Economic Division, Department of the Prime Minister and Cabinet from March 1994 until November 1996. He also served as deputy secretary of the Department of the Prime Minister and Cabinet (DPM&C) and the Executive Coordinating the Economic, Industry and Resources Policy Group until March 2001. While in DPM&C, Watt completed the Advanced Management Program at the Harvard Business School.
During April 2016, Watt was appointed Chair of SMART Infrastructure Facility’s Advisory Council. The role of the Council is to advise and guide SMART Infrastructure Facility.
