Goodyear PC (born on March 10 1958, in Cambridge, Ontario) is a Canadian politician from Canada. He was an elected member of the House of Commons of Canada from 2004 until 2015. being selected to serve the district in Cambridge with the party of Conservative during 2004. The 30th of October, 2008, he was appointed the Minister of State Science & Technology within Prime Stephen Harper’s cabinet. He was reelected during the May 2nd general election of 2011, and was re-elected to the Harper cabinet as the Minister of State Science & Technology. He was replaced by Greg Rickford on July 15 2013.

Following the 2006 election, He was elected the Standing Committee Chair in the Procedure and House Affairs Committee (of which he is the chair of the Subcommittee on Parliament Hill Security.) In March 2008, the Procedure and House Affairs Committee removed Goodyear from office by introducing an unconvinced motion against the former chair. The committee later appointed Conservative M.P. Joe Preston as the chair against his wishes and he did not call any meetings until he resigned from his post. The committee is currently without a chair, and has not been in session since the 6th of March. Jay Hill, Conservative party whip, stated that it is his firm belief that unless the opposition is prepared to convene to elect Goodyear as chair and also to rescind the motion that sought to look into in depth the In And Out scandal There will be no House Affairs or Procedure committee meetings. In the Speaker’s ruling, House gave a ruling on the proceedings in this committee , as well as others in which he stated that decisions made by chairmen of committees are regularly overturned by majority vote even when the decisions are legal in their procedure. This kind of situation has caused “general lawlessness” at committees. Goodyear is also chairman of the Subcommittee on Agenda and Procedure. The chairman was also appointed of the Canada-Armenia all-party Parliamentary Friendship Group.

June 2009 saw Goodyear recommending the SSHRC withdraw a $19,750 funding grant for a future of Israel and Palestine conference because it was deemed by the Minister to be too anti-Israel. Goodyear responded, saying that he did call the SSHRC to ask for a funding review, but denied he asked them to cancel the grant.

In early 2009, Goodyear oversaw $147.9 million in funding cuts for science programs, the most prominent being the lack of any funding for new projects for Genome Canada. Critics of the cuts, including a team of neuroscientists who lost funding, argued that when coupled with the Obama administration’s increased funding for science, the cuts could produce a brain drain as researchers move to the United States and secure funding.

In the federal election of 2004 Goodyear was able to defeat the incumbent Liberal Janko Peric, by 223 votes (as confirmed in a the recount) to take his Cambridge riding. Following winning the race, Goodyear became the Ontario chair for the Conservative Party caucus. He was elected again in 2006, with the support from Vote Marriage Canada, and was also supported by the Canadian Islamic Congress receiving a grade of A in 2006 his riding was won by him of Cambridge with a margin of nearly 6000 votes.
