In May 2016, Pulkkinen was appointed the head of the EU Military Staff. The selection to be the Military Staff Commander was conducted through members of the Armed Forces Commanders of the EU Members States.

After his return to Finland He was given the charge of the Jaeger Brigade (Jaakariprikaati) in Sodankyla until the end of January. Then, when Finland took over the EU Presidency, Pulkkinen was invited to the Defence Policy Department of the Ministry of Defence to chair the working group that was a part of the presidency. Beginning in 2007 to the close of August 2008, Pulkkinen was the Director Deputy of the Defence Command Planning Department, then he was appointed by the EU Military Staff in Brussels as Director of Operations. The 1st of January, 2011, he was recalled back to Finland in the position of Director General for the Defence Policy Department of the Ministry of Defence, where the director was in office for the Director General for a period of five years from 1 January 2011 until the 31st of December, 2015. Pulkkinen was appointed as Head of the Defense Policy Department for another five-year time period beginning on 1 January 2016 until December 31 2020. The leave starts the 1st of February, 2016 to May 5, 2019.

Esa Ilmari Pulkkinen (born on July 6, 1957, at Kalvola) is an Finnish Military officer. It is Lieutenant General working as Director General for Europe’s (EU) Military Staff (EUMS).

Pulkkinen was leader of a platoon and head of the Armoured Officer Course and company commander in the Armoured Brigade at Parolanummi from the year 1980 until 1987. Following that, he served as the Commander of the Army of East Uusimaa’s Military District of Tuusula until the year 1990. From 1990 to 1993 He was the Chief of Staff for the Infantry Department of the General Staff as well as from 1993 to 1995, as the Chief of Staff of the Operational Section. Between 1996 and 1997, the position was as a tactic for the Military Science School. From 1997 until 1999 he was the an officer in the Department of Defense’s Defense Policy Department. In 1999-2000,, he was director of the Armoured Forces in Parola before being appointed an expert from the national level at Brussels for the European Union’s Temporary Military Staff for the period of 10 April to the 30th November 2000. In the following years, he was the Head of the Planning Department of the EU Military Staff Management Department from 1999 until July 31, 2003.

On 8 June 2017, the Council decided to set up a Military Planning and Conduct Capability (MPCC) within the Military Staff. According to the Council Decision, the Head of the EU Military Staff also serves as the MPCC leader, so Pulkkinen began to lead the MPCC from 8 June 2017.
