In 1996, regionally, Paul was the Chair of the Organisation of Eastern Caribbean States (OECS)’s Ministers of Health and as the president of the Eastern Caribbean Drug Services, that used collective bargaining to cut down on the cost of purchasing of pharmaceuticals. Paul initiated, in the following calendar year an annual meeting that was held by those who are Ministers of Health of the OECS and attended its inaugural session, which was held on St. Kitts in 1998. The year 1999 saw Paul was in Geneva to have a meeting the with Gro Harlem Brundtland who was the Director of the World Health Organization. As the head of his CARICOM group, Paul was one of the administrators who offered information on the Phase 2 of the Caribbean Cooperation in Health initiative.

In the elections of 1995, Paul was reelected to five years of service for Saint Joseph District and UWP. The the Prime Minister Edison James for his cabinet and selected to be minister for Health and Social Security. In her capacity as Minister Paul made a stand for construction of health facilities, and establishing new facilities located in Morne Prosper Salisbury, San Sauveur, Warner, and Woodford Hill as well as renovating existing centers within Calibishie, Colihaut, Marigot, Pointe Michel, Salybia, Scotts Head, and Soufriere. Her improvement programs included training and equipment to increase health services available throughout the island.
