Debbie Kruger was born in 1962 in Sydney, New South Wales and was the first child born to born in England Lou Kruger and Romanian-born Lisa Kruger who was born in Romania. She was raised with her the younger sibling Paula within the Jewish faith , and was a member of the North Shore Synagogue. She was a primary school student with a class comprised of seven kids in Masada College, then secondary school, which had more than 200 children who attended Killara High School. She was unable to complete her communications degree within the Mitchell College of Advanced Education (now Charles Sturt University) in Bathurst in 1981. She graduated from tertiary education with an undergraduate degree in Arts followed by a master of Arts in Theatre Studies in the University of NSW. Kruger began to develop an interest in theater and decided to pursue the profession of dramaturgy.

Kruger returned home to Sydney and was promoted to the Manager in charge of Communications and Public Affairs with the Australasian performing rights association (APRA) from 2000 to 2003. She coordinated the public relations for the 75th anniversary celebrations of APRA on May 28, 2001, which included the presentation of APRA’s Ten most popular Australian tracks during the APRA Awards and 20 songs of the top 30 were revealed by Kruger just about four weeks earlier. As part of the project, she conducted interviews with some of Australia’s top songwriters and was inspired to write a book. she quit APRA in 2003 to pursue her writing. In August 2005 Kruger released Songwriters speak : discussions about making music. The book includes conversations of the 45 Australian as well as New Zealand songwriters about their work. In March 2009, Kruger resided within Byron Bay, broadcasting Debbie Does Breakfast on Bay FM 99.9, and operating Kruger PRofiles.

Relocating back to Sydney in the middle of 1992 Kruger launched a nationwide PR firm, Kruger PRofiles. Kruger has a younger sister, Paula. Their father, Lou Kruger, was born in England, relocated to Australia, retired in 1990 and died on 17 March 2004. Their mother, Lisa née Berkowitz, was born in Romania in 1940, grew up in a United States foster home, relocated to Australia in 1958 where she met and married Lou in 1959. Lisa had a love of painting and travelling, and died in Australia on 9 November 2007.
