Clayton Lee Waagner (born August 25 1956) is a bank robber as well as an anti- abortion terrorist. The man was born Roger Waagner in North Dakota. He was a fugitive who escaped in the spring, summer and fall of 2001 . He was the 467th FBI fugitive to be added to the Ten Most Wanted list for carjackings, firearms-related violations, and bank robbery, on September 21st 2001. He was added to the United States Marshals Service Top 15 Fugitives list after he sent nearly 280 letters which claim to have contained anthrax which he sent at Planned Parenthood with return addresses of the Marshals Service and the Secret Service from October 2001 onwards. He is currently imprisoned.

Waagner was then notorious for a hoax that occurred in the month of November 2001, in which he sent envelopes filled with white powder to over 500 abortionists. The envelopes included a note that read “You have been exposed to anthrax. We are going to kill all of you. From the Army of God, Virginia Dare Chapter.” The threat was deemed to be significant, given that it came just following the Sept. 11 terror attacks in America and the delivery of the latest anthrax warning letters to various government officials. The threat was a United States Marshals Service Top 15 Fugitive since March 6, 2001. Waagner was also named an FBI Ten Most Wanted fugitive due to the nearly 280 emails that claimed to be contaminated with anthrax. The letters the fugitive sent the organization Planned Parenthood, with return addresses for the U.S. Marshals Service and the U.S. Secret Service from October 2001. In the flurry of letters Waagner was accused of stalking and threats to murder 42 employees of low-level abortion clinics from November 23 to 23rd of 2001.

As an escaped fugitive felon from Clinton Illinois, Waagner made his way back east to Pennsylvania, where three months later he became wanted for the bank robbery of a First Union in Harrisburg, Pennsylvania in May 2001.

While he was awaiting sentencing and facing a term of 15 years to life, Waagner escaped from DeWitt County Jail in Clinton, Illinois, on February 22, 2001.

In September 1999, during what he described as a “Mission from God”, the couple took the nine kids on a cross-country journey to the west in the stolen Winnebago and planned to kill several abortionists, starting by killing a doctor in Seattle, Washington. But, when he crossed into Illinois the vehicle was unable to start, and he was detained after the Illinois State Police were called in to inquire. Waagner was found guilty of interstate transport of the stolen motor vehicle as well as for being a felon convicted possessing firearms.

His fugitive trail then led southwest, where he was next identified as having abandoned a vehicle in Memphis, Tennessee, following a hit and run accident. Authorities recovered law enforcement-type equipment, anti-abortion literature, and weapons from the car. He next became wanted for carjackings across the state line in Tunica, and Robinsonville, Mississippi, and firearms violations in Memphis, Tennessee, on September 7, 2001. Later that month, the FBI placed him on the list of Ten Most Wanted Fugitives, in the wake of the September 11 attacks.
