Chibli Mallat (May 10 1960) is an international lawyer, law professor and a former presidential candidate. president in Lebanon.

Mallat has been involved in democratic and human rights advocacy since his days in high school. His primary focus from the year 1982 has been Iraq as the key to transformation in the Middle East, and he created his own organization, the International Committee for a Free Iraq (ICFI) in the year 1991 together with Edward Mortimer and Ahmad Chalabi to fight for the end of the tyranny in Baghdad. The ICFI was a grouping of around 100 Iraqi and international figures that included top US senators such as Claiborne Pell, who was then chairman of the Senate Foreign Relations Committee, and John McCain, as well as British MP David Howell, then chairman of the Select Committee on Foreign Affairs as well as a number of respected Arab public figures such as Saad Adonis and Eddin Ibrahim. A large portion of the committee’s Iraqi members were elected as the presidents of Iraq following the fall of the Baathist regime in 2003, such as Mohammed Bahr al-Uloum as the first president of the Iraqi Governing Council, Jalal Talibani as the president, in 2003, as well as Hoshyar Zebari as the Foreign Minister. Mallat was against the American-led invasion and sought the backing of the then US Vice Secretary of Defense Paul Wolfowitz an alternative Security Council Resolution that would declare Saddam Hussein’s presidency unlegitimate. In addition, called for the establishment of human rights monitors to Iraq as it transitioned to democratic rule. Mallat visited Iraq in the latter part of 2003 as well as early in 2004 in order to speed up his recognition that Iraq’s Iraqi Governing Council as the official government of Iraq which was that was opposed by Paul Bremer and Kofi Annan. In 2005, he resisted the Iraqi government’s offer to head the tribunal which eventually trialed Saddam Hussein. In 2008-2010, Mallat was senior legal advisor to the Global Justice Project: Iraq which he founded along with Hiram Chodosh who was the Dean of the Law School in the University of Utah. The vast group of scholars operating as a think-tank for legal issues in Baghdad was able to advise Iraq’s Iraqi government on constitutional review, legislation and treaties. Mallat was asked to serve as a member of the Constitutional Review Committee led by Humam Hamoudi. The Committee concluded the Committee in a revision of the Constitution in the month of October 2009. In the summer of 2014, he aided Iraqi President Fouad Masum and the Parliamentary Speaker Salim al-Jabouri to construct the constitutional argument which put an end to prime ministership of Nouri al-Maliki. The year before, he assisted in helping to found Humanist Lebanon, organizing regular demonstrations in central Beirut to close the presidential absence in the name of the Constitution.

Educated in Lebanon, the United States and Europe, Mallat received his PhD from the law department of London University’s School of Oriental and African Studies (SOAS) in 1990. He held research and teaching positions at the University of California Berkeley School of Law (Boalt Hall) in 1984-85 and at the School of Oriental and African Studies, where as a lecturer in Islamic Law he received his first tenured position in 1992. He taught at the Islamic University in Lebanon in 1995-96, and was twice visiting professor at the University of Lyon and at the University of Virginia School of Law. He was also Senior Schell Fellow at Yale Law School’s International Human Rights Center and a Kluge scholar at the Library of Congress. In 2000, he received professorial tenure at Saint Joseph University (USJ) in Lebanon and was appointed a year later to the first EU Jean Monnet Chair in European Law in the Middle East. In 2004, the EU Commission bestowed its ‘Center of Excellence’ label to the Chair and the Directorate-General of the Education and Culture at the EU Commission honored it as ‘A Success Story’ in 2007.
