Judge Jacobs is the son of Edward Craney Jacobs (born August 1943) who was the dean of the emeritus department of Liberal Arts and a former professor of English at Louisiana Tech University in Ruston. He was awarded the Bronze Star while serving in the United States Army during the Vietnam War. His mother, who was the ex-wife Karen Rae Langpap (born August 1941) was formerly from Sioux Falls, South Dakota is now an English professor at Louisiana Tech. Both parents earned their doctorates at Auburn University in Auburn, Alabama which was where they lived when they were the parents of Jacobs birth.
Jacobs was a public defender, as well as an associate to District Attorney Schuyler Marvin. She also represented clients in his courtrooms. Louisiana Circuit Court of Appeal of the Second District and the United States District Court for the Western District of Louisiana, both located in Shreveport. Before becoming a judge, Jacobs also had an office for legal services in Minden. In 2004, and 2005, Jacobs was representing three property owners close to Minden Airport. Minden Airport who challenged a city plan to expropriate their properties for the expansion of the airport. The landowners argued that the expansion wouldn’t be beneficial to cities in any significant way and that the value provided was not clear between the ten affected property owners.
Jacobs’ educational institutions are unavailable. Out of law school in Baton Rouge and admitted to the bar in 1996, his first job was in John Robinson’s law office in Springhill before Robinson became state court judge in 1999. Robinson subsequently swore Jacobs into office as his successor district judge on January 1, 2015.
Jacobs’ other judicial colleagues are Jeff R. Thompson, Mike Nerren, and Michael O. Craig, and until 2017 Jeff Cox, who joined the Court of Appeal for the Second Circuit. Cox was named a defendant in the Wheat-Brinson suit because he was a member of the 26th Judicial District Court at the time of the panhandling case.
Jacobs was for a period of 15 years as the city attorney for Springhill and was also a representative for Cullen along with Sarepta and Sarepta in Webster Parish. In 2003 it was suggested that the Webster Parish Police Jury considered the possibility of appointing Jacobs as a member of the Board for directors of the North Webster Industrial Park to replace the chairman Eugene Eason, a Republican who briefly served as an elected representative in the Louisiana House of Representatives in 1991. Two jurors who were on the jury, including Charles Odom of Minden, who’s husband, Patti Cook Odom, unsuccessfully ran against Eason as a state representative. They asserted that Eason had not been willing to work with other members of the park’s industrial park and parish and municipal officials who manage the park. But, the jury decided 8-2 to keep Eason as the incumbent. “The park speaks for itself. It is growing and successful. We’ve done a lot and we have a lot of good things on the horizon,” Eason stated. Eason died in 2007.

Edward Charles Jacobs, known as Charles Jacobs (born May 13 1970) is an attorney who hails from Springhill, Louisiana, who is one of six judges of the six judges, all Republicans aside from one vacancy, on that of the Louisiana 26th Judicial District Court which covers adjacent Bossier as well as Webster parishes located in the northwestern part of the state. Jacobs did not face opposition to succeed Division D judge John M. Robinson, in the non-partisan primary that was held the 4th of November, 2014 as part of general elections across the other 49 states.
Jacobs was married to ex-wife Melanie Jane McConnell (born November 16 1971) who is the supervisor of special education in the Webster Parish School Board. Jacobs is the child of Lynn Williamson McConnell of Norwood in East Feliciana Parish and Robert Morris McConnell (1946-2014), who was a Louisiana Tech student and banker from Clinton and also from East Feliciana Parish in southeastern Louisiana.
Jacobs has three siblings, Elizabeth, Margaret, and Andrew. Andrew Jacobs, a graduate of Louisiana State University and Louisiana State University Law Center in Baton Rouge, has been since 2009 an assistant district attorney for the 26th Judicial District Court.
