There he was also the senior class president. He attended the University of Illinois at Urbana-Champaign where he was elected to the Illinois Student Senate. He was an elected student senator and supported campus green energy policies and funding for LGBT students. In 2011, he graduated from the University of Illinois. He was a congressional caseworker for Congressman Luis Gutierrez after he graduated. He worked for Congressman Gutierrez as a congressional caseworker, and then he became a family support network coordinator with the Illinois Coalition for Immigrant and Refugee Rights. This was before he ran for alderman for 2015. He was also an elected representative of the Avondale-Logandale Local School Council.
He was named as Daniel Biss’s running-mate for the 2018 gubernatorial elections on August 31, 2017. Biss removed Ramirez-Rosa from the ticket on September 6, 2017. Following the retirement of Luis Gutierrez, Ramirez-Rosa declared his candidacy for Gutierrez’s seat in Illinois’s 4th congressional District. He withdrew on Monday, 9 January 2018.
In May 2018, after casting the lone vote against the construction of a new police academy, Ramirez-Rosa was expelled from the Chicago City Council’s Latino Caucus. Ramirez-Rosa was later readmitted to the Latino Caucus after public outcry.
In November 2019, Ramirez-Rosa was one of eleven aldermen to vote against Mayor Lori Lightfoot’s first budget. He joined all five other members of the Socialist Caucus in signing a letter to Lightfoot which criticized her budget for “an over-reliance on property taxes” and “regressive funding models” that are “burdensome to our working-class citizens, while giving the wealthy and large corporations a pass.”
He is a member the Chicago City Council’s Progressive Reform Caucus and was elected as a delegate at the 2016 Democratic National Convention. He was 26 years old when he was elected to the Chicago City Council in Feb 2015. He is also the youngest Alderman ever elected.

Carlos Ramirez Rosa (born February 18, 1989 in Chicago) is an American politician. Since May 18, 2015, he has been the 35th Ward alderman and 35th Ward Democratic committeeman. Before his election to Chicago City Council, he was a community organizer for the Illinois Coalition for Immigrant and Refugee Rights and a congressional aide for U.S. Representative Luis Gutierrez.
On February 24, 2015, he was elected alderman for the 35th Ward. He won 67% of the vote over incumbent Alderman Rey Colon. He is Chicago’s youngest current alderman, one of Chicago’s youngest aldermen and one the youngest ever elected. Along with Raymond Lopez, he was one of Chicago’s first openly LGBT Latino councillors. Crain’s Chicago Business named Ramirez-Rosa a member their 2016 “Twenty in Their 20s” class after he served one year as alderman. In March 2017, he joined the Democratic Socialists of America. Ramirez-Rosa will be leaving office in May 2019.
Ramirez-Rosa was selected by Daniel Biss as Biss’s running mate in the 2018 Illinois gubernatorial election on August 31, 2017. On September 6, Ramirez- Rosa was removed from the ticket by Biss, following a controversy surrounding Ramirez-Rosa’s support of the Boycott, Divestment and Sanctions Movement.
