He is the chairperson of the Advisory, Conciliation and Arbitration Service (ACAS) Council. He was a ex-general secretary for the UK’s Trades Union Congress (TUC) which he served in between June 2003 and the close of 2012. The TUC appointed him Acas Chair of the Acas in 2014. He was succeeding Ed Sweeney, who had held the position since 2007. He is also on the board of Banking Standards Board (2015-) as well as the Board of Transport for London (2013-) and the committee of Britain Stronger in Europe (2015-) The Council of City University, London and the board of the Mountview Academy of Theatre Arts (2014until 2014).
He was elected General Secretary of TUC in June 2003. On April 18, 2012, He announced that his resignation was announced and allowed his successor to be chosen in September , at Trades Union Congress 2012. Frances O’Grady was elected his successor.
In 2007 Barber received in 2007 an Award in 2007 of Doctor of Science honoris causa by City University London. He was knighted in 2013’s Birthday Honours for services to the field of employment.

Between university and school the year he was as a member of the VSO instructing within Ghana’s Volta Region of Ghana. In City University London, he obtained an BA master’s degree in social sciences in 1974. He was then the following year as the head of the students’ union.

Then, in 1987, he was appointed the head of the Organisation and Industrial Relations Department and in 1993 , he was promoted to the deputy general secretary.
