On Thursday 4 October 2018, RAW in WAR (Reach All Women in WAR) honoured Binalakshmi Nepram, a courageous human rights defender from the war-torn Indian state of Manipur with the 2018 Anna Politkovskaya Award, which she shared with Belarussian writer and 2015 Nobel Prize winner in literature, Svetlana Alexievich.
In 2004 she was disturbed by the fact that Buddha Moirangthem, owner of an auto-battery shop located in Wabagai Lamkhai village of Thoubal district, was shot dead by unknown persons without known reason. His wife did not know the perpetrators and what they did. There were numerous similar incidents in Manipur that disturbed Nepram. They led her to return to Imphal and set up the Manipur Women Gun Survivors Network (MWGSN) in 2007 with the sole purpose of providing financial and other types of support to female relatives of those who were shot.

While conducting her research at JNU she came to realize the graveness of violence in her state. Her research was heavily influenced through the publication Trafficing in Small Arms and Sensitive Technologies and a White Paper concerning small arms published through the Canadian government, which was a significant influence on her. The two years of her research at JNU led to the publication entitled South Asia’s Fragmented Frontier (2002) and she continued to research her most loved subject of “Small Arms and Light Weapons (UNPoA)”. The year 2004, when she played a key role in the establishment of the Control Arms Foundation of India (CAFI) in New Delhi with the objective of studying conventional disarmament issues that relate to the increasing use of small arms and light weapons , which were harmful to social classes, and particularly to children, women and the elderly.
In the year 2004, Nepram co-established the Control Arms Foundation of India that was the very first in India that deals with traditional disarmament issues. She took the first initiative to establish an association in Manipur to aid those who have suffered from gun violence. She also established Manipuri Women Gun Survivor Network. Nepram is the recipient of several national and international awards for her efforts to rehabilitate oppressed women and sufferers of armed conflict in Manipur and North East Region. Some of the notable awards are Best Humanitarian Initiative of the Year 2010, the Sean MacBride Peace Prize for disarmament work in 2011, the CNN IBN Real Heroes Award in 2011, Ashoka Fellowship by the Ashoka: Innovators of the Public of Washington, and the L’Oréal Paris Femina Women Award 2015 under the category of “Face of A Cause”.
