Tanner was a graduate of Henninger High School where he was a third- team player in 1984 and a 1985 fourth-team NSCAA Fourth team NSCAA High School All American and a 1985 Parade Magazine High School All American soccer player. He was a student at North Carolina State University, playing for the soccer team for men from 1986 until 1990. He earned an undergraduate degree in management of business in the year 1991.

As of 2001 Tanner was appointed the coach’s director at the Syracuse Soccer Academy, a job he held until the year 2003. The year 2003 saw Tanner began his role as an assistant trainer for the Syracuse Salty Dogs of the USL A-League. The year 2004 was the time he created and was the coach of the Syracuse Youth Football Club. Then, in 2011, Tanner was the head coach and the owner of the Syracuse Silver Knights. In the year 2017, Tanner changed roles from head coach of the Silver Knights to GM.
