Haines was born within her home in the New York City borough of Manhattan on the 29th of August 1969 her parents were Adrian (nee Rappin) and Thomas Haines. Her mother was an artist. Adrian suffered from chronic obstructive lung condition and contracting avian tuberculosis that eventually led to her passing away when Haines was just 15 years old. The father of Haines is biochemist, and professor emeritus of City College, who helped establish the City University of New York medical school, and was the chair of the department of biochemistry. After graduation from Hunter College High School, Haines moved across Japan for a time and was enrolled at Kodokan which is a judo elite institute located in Tokyo. When she graduated in 1988, Haines was accepted into The University of Chicago where she did a course in theoretical Physics. While at in the University of Chicago, Haines was a mechanic at an auto mechanical shop within Hyde Park. In 1991, Haines took flight training within New Jersey, where she met her husband of a lifetime, David Davighi. She graduated with a bachelor of Arts in physics in the year 1992.

From 2001 to 2002 Haines served as the legal official during from 2001 to 2002, she was a legal officer at the Hague Conference on Private International Law. From 2002 to 2003, she was an attorney for United States Court of Appeals for Sixth Circuit Judge Danny Julian Boggs.

From 2007 until 2008, Haines worked for the United States Senate Committee on Foreign Relations as Deputy Chief Counsel for the Majority Senate Democrats (under then-chairman Joe Biden). She then worked for the State Department as the assistant legal adviser for treaty affairs from 2008 to 2010.

In 2010, Haines was appointed to serve in the office of the White House Counsel as Deputy Assistant to the President and Deputy Counsel to the President for National Security Affairs at the White House.

When she was in 1992 Haines relocated into Baltimore, Maryland where she enrolled as a doctoral students from Johns Hopkins University. Then, later in the same year Haines left and along with her husband bought an auctioned bar situated in Fell’s Point, Baltimore which was seized during an alleged drug raid. She then turned the bar into a cafe and bookstore. The store was named Adrian’s Book Cafe in honor of her mother who passed away; her realistic oil paintings adorned the shop. The store was awarded the City The Paper’s “Best Independent Bookstore” in 1997. The store was renowned for its unusual selection of literary selections as well as local writers as well as small press publications. Adrian’s bookstore hosted numerous literary events, including the erotica readings. These were a focus of the media after she was chosen by the President to serve as the Director Deputy of CIA. She was head of the Fell’s Point Business Association until 1998, when she was enrolled in the Georgetown University Law Center. Haines then received her Juris Doctor from Georgetown in 2001.
